Children with Disabilities Education Board (CCDEB)

Marathon County, Wisconsin

The Children with Disabilities Education Board (CCDEB) of Marathon County is seeking an experienced and collaborative Director of Special Education to provide leadership, vision, and oversight for special education services across participating school districts. This role is critical to ensuring high-quality, compliant, and student-centered programming for children with disabilities in a rural educational setting.

Position Overview

The Director of Special Education leads and supports special education programming in accordance with state and federal law, collaborates closely with district leadership and multidisciplinary teams, and ensures strong procedural compliance and continuous improvement. The successful candidate will bring deep expertise in special education, effective leadership skills, and a commitment to serving students, families, and educators.

The director will also have oversight of the Birth to Three Program for Marathon, Lincoln and Langlade Counties. The candidate should have experience working with this program as a practitioner or leader.

Required Qualifications

Candidates must meet all of the following requirements:


  • Master’s degree in Education related field


  • Valid Wisconsin Director of Special Education and Pupil Services license


  • Experience working in the field of special education within Wisconsin


  • Demonstrated experience leading and collaborating with multidisciplinary teams


  • Experience working in rural school settings


  • Strong knowledge of state and federal special education laws and regulations related to Birth to Three and prek-12 programs and services.


  • Demonstrated abilities and experiences collaborating with entities outside of the educational system (e.g. law enforcement, social services, counseling entities, nonprofit organizations, community groups, etc).


  • Experience with procedural compliance, self-assessment, and continuous improvement processes


  • In-depth knowledge of the IEP process, including effective IEP meeting facilitation


  • A diversified background or demonstrated experience in educational leadership


  • Ability to manage complex problems and resolution facilitation skills


  • Demonstrated ability to communicate effectively with multiple stakeholders


  • Be skillful at time management and organization.


Preferred Qualifications


  • Doctorate degree (completed or in progress)


  • Knowledge of special education budgeting and fiscal management


  • Experience as a practitioner or leader with a Birth to Three Program

Small rural districts cannot always afford full-time specialists or specialized programs for low-incidence disabilities. How do you balance building 'internal capacity' (training our own teachers to handle complex needs) to provide FAPE versus relying on outside contractors or services all while maintaining a balanced budget?

Outside Entity Collaboration

In a rural setting, our district's success often depends on services delivered by entities we do not directly manage, such as county mental health agencies, social services or the DVR for transition services. Can you describe your strategy for managing these 'external' relationships to ensure our students receive a seamless experience?
